Accessibility statement generator for parish and town councils

Answer the questions below to create an accessibility statement for your council website. You will get a preview, HTML to paste into your website and a plain-text version.

The legally required wording comes from the GOV.UK model accessibility statement. The optional sections follow the GOV.UK sample accessibility statement, as updated on 30 September 2024 for WCAG 2.2. Do not change the required wording after you paste it.

A statement must describe your real website. The regulations expect it to be based on an actual check of your site. If you have not tested your site yet, our guide explains free ways to check it. This tool is not legal advice.

1. Your council and website

As you want it to appear, for example Little Snoring Parish Council
For example https://www.littlesnoring-pc.gov.uk
One address per line, for example a separate allotments booking site you run

2. What disabled visitors can do

Tick only the things you have checked on your website (optional) GOV.UK advises that if you are not confident something is accurate, you should leave it out. If you tick nothing, this section is left out.

3. Compliance status

How well does your website meet WCAG 2.2 AA? Base this on your most recent test. Most small council websites with older PDFs will be “partially compliant”.
Every WCAG 2.2 AA requirement is met, with no exceptions
Most requirements are met, with some problems or exemptions listed below
Most requirements are not met

4. Problems you know about

List problems that are covered by the regulations and that you have not fixed yet. Say what the problem is in plain English and when you plan to fix it.

This adds an editable problem to the list below

5. Disproportionate burden (optional)

Only use this section if your council has carried out and recorded an assessment showing that fixing something now would be a disproportionate burden. GOV.UK says lack of time or knowledge cannot be taken into account. Read the GOV.UK guidance on disproportionate burden.

6. Content outside the regulations

Does your website have any of these? (optional)
Only if nobody needs them to use a service, such as an old form
You still need to give essential information, such as addresses, as text
Only tick this if your council has a process to make it true

7. Contact details

A role is fine, for example “the Clerk to the Council”
For example 10 working days

8. Testing and dates

Who carried out the test?
For example “We checked the home page, the meetings page and the three most recent sets of minutes using the WAVE and axe browser tools, and checked each page using only a keyboard.”
If this is your first statement, use today’s date
GOV.UK says to review it at least once a year

9. Plans to improve (optional)

For example “From May 2027 we will publish all agendas and minutes as web pages as well as PDFs.”

10. Output options

Choose “Heading 2” if your website already shows the page title as the main heading
